Skills Training Centre’s Relationship with the Institute of Highway Engineers


Skills Training Centre has been delivering Highway Inspector training for nearly 20 years and was involved in developing the IHE Inspector Training Standards.

Skills Training Centre is listed in the Institute of Highway Engineers The Highway Safety Inspectors Training and Certification Scheme document as one of the five approved training providers for this programme.

Skills Training Centre has been delivering Highway Inspector training for nearly 20 years and was involved in developing the IHE Inspector Training Standards.

The UK Roads board approved the training scheme on the 26th October 2010 with the training standard incorporated into the 2016 Well Managed Highway Infrastructure and 2019  Well Managed Highway Liability Risk. Creating a programme that gives candidates detailed knowledge of the highway laws; the correct enforcement procedures and how to successfully prosecute, defend claims, as well as collect and present evidence.

Who are the Institute of Highway Engineers?

The Institute of Highway Engineers have been registering engineers and technicians since 1972 and they are the UK’s only national professional institute that puts specialist highway and traffic practitioners first. The purpose of the  IHE Highways Inspectors Board is to operate and manage the UK Highway Inspectors training and certification scheme 

According to The Highway Safety Inspectors Training and Certification Scheme document, candidates who successfully complete the highway training courses run by an approved centre are eligible for inclusion on the National Register of Highway Inspectors for a period of five years. This can contribute positively to risk management and defence of compensation or liability cases. The qualification can also be used to take the “individual route” to becoming a Highway Engineering Technician and enhancing career progression.

What to expect on the Highway Safety Training Programme?

At Skills Training Centre, we operate the City & Guilds 6033 - Highway Inspection and Monitoring qualification. Alongside the City and Guilds Highway Inspection and Monitoring qualification; we offer a three-day training programme with a LANTRA certification, which is provided on completion of the course. This training ensures all staff are aware of their systems/procedures/ local HAMP and the requirements of the CoPfHMM. We provide nationwide coverage for all of these programmes and can deliver the courses and assessments on your site.

What is the process of the Highway Safety training programme?

The Highway Safety Inspection qualification provides a system to assess the ability of Highway Inspectors and is intended to be flexible enough to cater to all operation methods.

Our assessor will meet with candidates to review company procedures and documentation, in order to build awareness of any gaps and make a plan to have these gaps filled for the purpose of the training and assessment. The programme covers Unit 301 and Unit 311, Unit 301 covers all health and safety training, followed by an assessment of the units. The training course for Unit 311 can be LANTRA Certified and covers highway maintenance and safe working practices; the programme will end with theory and practical assessments.

What is covered in the Highway Safety training programme?

The following training modules are part of the approved IHE syllabus which is aimed at improving a Highway Inspectors ability to identify, evaluate and report highway defects.

  • Module 1 – Law and Administration (relating to Roads Legislation in Scotland)

  • Module 2 – Codes of Practice (as they apply to Public Roads in Scotland)

  • Module 3 – Inspection Policies and Procedures

  • Module 4 – Defect and Hazard Recognition

  • Module 5 – Material Recognition and Measurement

  • Module 6 – Court proceedings and claim investigations

  • Module 7 – Health and Safety
