New Roads & Street Works

We offer a range of New Roads & Street Works courses including a standard 5 day programme for Operatives and Supervisors covering Units 221-226 & 229 for Operatives and 221 & 230-234 for Supervisors. We also offer scheduled courses for unit 222/230 Signing, Lighting and Guarding for those only requiring this part of the qualification and New Roads & Street Works Reassessment courses and exams for those needing to requalify.

The New Roads and Street Works Act 1991 places a duty on any person or organisation undertaking work involving the installation, renewal, maintenance or inspection ofunderground apparatus in any street or roadto ensure that work is under the control of competent persons. To satisfy the requirements of the Act, work involving breaking up the street must be arranged under the supervision of a person having a prescribed qualification as a supervisor. In addition, whether or not the street is broken up, they must ensure that a person having a prescribed qualification as a trained operative is present on the site at all times when work is in progress.

A person may only act as a supervisor or trained operative for the type of work for which he/she has the relevant qualification. It may, therefore, be necessary for a number of persons having different qualifications to be involved during the progress of the work through its various stages. There is, however, no limit to the number qualifications that may be held by one person.


It is now compulsory for anyone renewing their Streetworks licence in England to pass a multiple choice exam for each of the units they wish to requalify for. Candidates can take their reassessment exams up to 6 months before or 6 months after the expiry date of their current SWQR card which is valid for 5 years only. Candidates that do not requalify in that time period will need to take a full Streetworks course in order to regain their qualification.
